PROBLEM TO BE SOLVED: To provide a monitor camera enabling a panning and a tilt without moving an image sensing device and having a simple constitution. SOLUTION: The monitor camera 10 contains a camera module 11 and a plane mirror 13 being fitted while being inclined in front of the camera module 11 and reflecting a light from a subject. The monitor camera 10 further contains an inclination-angle changer 20 changing the angle of inclination of the plane mirror 13 in the vertical direction and the horizontal direction.
