PROBLEM TO BE SOLVED: To provide a blue light-emitting phosphor powder having high luminous intensity. SOLUTION: The powder comprising blue light-emitting phosphor particles comprises a diopside crystal phase represented by a basic composition formula: CaMgSi2O6:Eu2+and an amorphous phase having a thickness of 3-8 nm which covers the surface of the crystal phase, in which the content of a bivalent europium in the total of europium is≥70% in a surface layer of the crystal phase which comes into contact with the amorphous phase.
