PROBLEM TO BE SOLVED: To provide a system, a program and a method for monitoring that improve measurement accuracy of a response time to a switching instruction to achieve more reliable switching monitoring control as to switching of lines, switching of devices, control over a plant, control over an information system, etc. SOLUTION: The system for monitoring achieves highly reliable switching monitoring control in which a monitoring response time generation arithmetic section 105 calculates a maximum value and a minimum value of response times which are determined as normal from a last measured response time last and a last but one measured response time and a monitoring response time comparison section 104 determines a range of response times determined as normal as a range following up past response times.
