<P>PROBLEM TO BE SOLVED: To provide a new photoelectric conversion element, having improved conversion efficiency and comprising an organic solid, and to provide a solar cell that uses the same. <P>SOLUTION: The photoelectric conversion element has a working electrode 5 composed of a transparent film 1 and an optically transparent conductive layer 2, a counter electrode 4 provided facing the working electrode 5 so as to make a pair with it, and a solid layer 3 comprising a polymer bipolar membrane, sandwiched in between the working electrode 5 and the counter electrode 4.
