PROBLEM TO BE SOLVED: To preserve and extend toner life by suitably reducing toner abuse in a development system for transferring toner from a magnetic roll to donor rolls so that generation of reload defects is prevented or reduced. SOLUTION: The development system for an electrophotographic system comprises a reload defect detector 96 for detecting potential for generation of reload defect, in an image to be developed from a scanning image corresponding to the image to be developed and generating a signal, corresponding to the potential for generation of the reload defect indicating a detection result and a magnetic roll speed selector 98 for receiving the signal, corresponding to the potential for generation of the reload defect from the reload defect detector 96 and selecting the rotational speed for the magnetic roll 70 in the development system according to the received signal, corresponding to the potential for generation of the reload defect. For example, when the potential for generation of reload defects is low, a low speed is selected to promote the preservation and prolongation of the toner lifetime; and when the potential for generation of reload defects is high, a high speed is selected and the potential for generation of the reload defect is reduced.
