PROBLEM TO BE SOLVED: To provide an ultrasonic transmitter-receiver with high performance wherein reverberation is less over a broadband by forming a high density layer and a low density layer with an inexpensive and simple method to transmit and attenuate an unnecessary ultrasonic wave from a rear side of an ultrasonic vibrator. SOLUTION: The ultrasonic transmitter-receiver for transmitting/receiving an ultrasonic wave is provided with a packing member 9 including the high density layer wherein an admixture 9b is unevenly distributed in the vicinity of the ultrasonic vibrator 3 by adding the admixture 9b sedimented by its own self-weight to a hardenable main material 9a with fluidity and curing the main material 9a after sedimentation of the admixture 9b to the main material 9a.
