PROBLEM TO BE SOLVED: To correct a distortion with a high accuracy regarding a dynamic picture. SOLUTION: A horizontal distortion-correction circuit fitted to a pretreatment circuit 24 corrects the distortion in the horizontal picture-element direction to a picture data having the size of a horizontal 640 picture element×a vertical 480 picture element. The picture data output from the horizontal distortion-correction circuit is written to the dynamic-picture area of an SDRAM 30 by a memory control circuit 32. The dynamic-picture area is formed of two memory banks. The picture data is written to the two memory banks so that writing banks differ between the adjacent picture elements in the vertical picture-element direction. A buffer circuit 40 reads the picture data stored in the dynamic picture area 30a in the vertical picture-element direction at every horizontal 64 picture element in this manner. The distortion of the read picture data is corrected in the vertical picture-element direction by a vertical distortion-correction circuit fitted to a post-treatment circuit 42.
