PROBLEM TO BE SOLVED: To provide a hot-rolled steel sheet having excellent adhesibility of electrodeposition paint, and a manufacturing method therefor. SOLUTION: The hot-rolled steel sheet having excellent adhesibility of electrodeposition paint is provided which has recesses of the maximum depth of≥10μm in its surface, and which is characterized in that Si oxides of the maximum diameter of≤0.1μm are adhered to parts of≥0.5% in terms of the mean area ratio on the surface of the steel sheet.
