PROBLEM TO BE SOLVED: To insure security to some extent without damaging user's convenience when providing prescribed service to an accessing legal user through a client terminal.

SOLUTION: A transaction condition table in which transaction condition regulation information for regulating financial transaction conditions is set is registered for each individual user in a transaction condition database. When a web server receives an authentication request packet from the client terminal, the web server extracts a transmission source IP address form an IP header, adds the transmission source IP address to a data part and transfers the added result to an application server, and the application server performs authentication processing on the basis of a user ID and a password set in the data part of the transferred authentication request packet and subsequently refers to corresponding transaction condition regulation information on the basis of the transmission source IP address set in the data part to thereby allow the user to recognize a financial transaction condition whose execution can be instructed by access at this time.
