PROBLEM TO BE SOLVED: To provide a substrate for a brake control device capable of being used as a brake control device for a bar handle vehicle which can perform anti-lock brake control and interlocking brake control and also as a brake control device for an automatic four-wheel car which can perform the anti-lock brake control and motion stabilization control. SOLUTION: A flow passage constitutive part 100A includes: a central fitting hole 31 in which an electromagnetic valve is attached; a central flow passage 51 which starts from an inlet port 21 and pierces through the central fitting hole 31; a first inside fitting hole 32 and a first outside fitting hole 33 which are disposed so as to sandwich the central flow passage 51 provided on more upstream side than the central fitting hole 31 with each other and in which the electromagnetic valve or a hydraulic sensor are attached; a second inside fitting hole 34 and a second outside fitting hole 35 which are disposed so as to sandwich the central flow passage 51 provided on more downstream side than the central fitting hole 31 with each other and in which the electromagnetic valve or the hydraulic sensor are attached; and a third fitting hole 36 which is disposed at a lower part of the second outside fitting hole 35 and in which the electromagnetic valve or the hydraulic sensor are attached.
