PROBLEM TO BE SOLVED: To improve the response when a control node controls the operation of a terminal node. SOLUTION: Pluralities of control nodes 20 and terminal nodes 30 are connected to a network. A control node 20 sends control parameters to a terminal node 30 to control the operation of the terminal node 30. The control node 20 is provided with a terminal node list, which houses identification numbers, generation numbers, and control parameters by the terminal nodes 30. The terminal node 30 is also stored with the same identification number, generation number, and control parameter as above. When the control node 20 changes the control parameter of the terminal node 30, the control node 20 updates the generation numbers in the control node 20 and terminal node 30. When the control parameter is updated, the control node 20 compares both the generation numbers to confirm whether the control node 20 itself controls the terminal node 30 just before the comparison.
