PROBLEM TO BE SOLVED: To simply sample a residual organic pollutant in both of a particulate state contained in a fluid and a gaseous state to easily extract the sampled residual organic pollutant. SOLUTION: This sampler 3 has the sampling filter 7 arranged in a holder 6 having a discharge passage 12a. The sampling filter 7 is equipped with a cylindrical molding 70, which contains a fiber material and an inorganic binder for bonding the fibers of the fiber material mutually and has an opening part 71 provided to its one end and is closed at its other end, and the cylindrical filter paper 75 which is superposed on the outside of the molding 70 so that its opening side is positioned on the side of the opening part 71 of the molding 70. A sample gas containing the residual organic pollutant such as dioxins flows in a holder 6 from the flue of incineration facilities through an introducing pipe 8 and the residual organic pollutant of every kind, which is contained in the sample gas in both of the particulate state and the gaseous state, and a particulate material such as soot or the like are captured and sampled when the sample gas is passed through the sampling filter 7 and discharged to the outside from the discharge passage 12a.
