PROBLEM TO BE SOLVED: To provide a water-based epoxy resin composition whose varnish shows an excellent storage stability, does not give off odor during storage and processing and which gives processed articles excellent in adhesion and corrosion resistance and is favorably used for a coating, adhesive, binder for fibers, concrete primer, etc. SOLUTION: The water-based epoxy resin composition contains (A) a compound obtained by reacting (a1) a compound having a weight average molecular weight of 500-60,000 and a phenolic hydroxy group in the molecule with (a2) a glycidyl group-containing quaternary onium salt and (B) water.
