PROBLEM TO BE SOLVED: To provide a treatment method and apparatus of fluorine-containing water containing TOC components which can prevent the bad influence of the TOC components on treatment of fluorine by a calcium compound in treatment of the fluorine-containing water containing TOC components, and remove fluorine efficiently to obtain treated water of low fluorine concentration. SOLUTION: In the treatment method and apparatus of the fluorine-containing water containing TOC components (polyvalent organic substances having a scale-preventing capacity and a molecular weight of≥90) by a calcium compound, a TOC components-removing process is installed to remove the TOC components beforehand, and then the calcium compound is added to efficiently precipitate fluorine compounds. As the TOC components-removing process, one means among activated carbon, a hydrophobic adsorbent, an ion exchange resin, and an inorganic coagulant other than the calcium compound is used.
