PROBLEM TO BE SOLVED: To provide a prefabricated panel sea bank capable of not only preventing the collapse of ditches, small rivers, intermediate rivers, banks of rivers and ponds, open-cut lands of mountains and roads, and the skeletons of plants but also providing natural-friendly attractive appearance by forming natural stones on the front thereof and planting flowers and trees at stepped parts in slopes. SOLUTION: Square board-like panels with a same height and width are formed of concrete. A plurality of front panels, rear panels, and side panels having a plurality of recessed groove parts with prescribed depths at the upper and lower ends are formed, and vertically assembled so as to have a gradient to form a sea bank with the inside thereof filled.
