PROBLEM TO BE SOLVED: To determine an efficient frame rate in accordance with smoothness of actual motion of video. SOLUTION: This video evaluating device 10 is provided with a first inputting part 101 for inputting first motion information 107 about a first moving image and first frame interval information 108, a second inputting part 102 for inputting second motion information 109 about a second moving image and second frame interval information 110, a first motion variation generating part 103 for calculating a first motion variation 111 to the first moving image, a second motion variation generating part 104 for calculating a second motion variation 112 to the second moving image, an evaluation value generating part 105 for calculating a relative evaluation value 113 for evaluating motion smoothness of the second moving image to the first moving image, and an outputting part 106 for outputting the relative evaluation value 113.
