PROBLEM TO BE SOLVED: To provide a transparent barrier laminate to be used as a packaging material in a packaging bag for storing solid, granular or liquid contents containing volatile chemicals such as fragrant materials or medicinal properties, which has good packaging suitability with a small number of laminations and is excellent in barrier properties such as moisture permeability without requiring a complicated work process. SOLUTION: The transparent barrier laminate is to be used in the packaging bag for storing solid, granular or liquid contents containing volatile chemicals such as fragrant materials or medicinal properties. It is a laminate of: a transparent barrier film consisting of a thin film of an inorganic oxide overlying at least one of surfaces of a thermoplastic plastic base; and a heat-sealable transparent barrier film.
