PROBLEM TO BE SOLVED: To provide an electrophotographic transfer sheet having image receiving performance and transfer performance and ensuring transfer on image support while having satisfactory image resolution and satisfactory conveyance, and to provide an image recording element and a forming method for the image recording element. SOLUTION: The electrophotographic image transfer sheet has a surface resistivity of 1.0×10<SP>8</SP>to 1.0×10<SP>13</SP>Ω/sq. when both sides of the sheet are 23°C and 55%RH. The electrophotographic transfer sheet comprises a substrate and an image receiving layer formed on at least one side of the substrate. The image receiving layer contains fine particles that have a volume mean particle diameter greater than the thickness of the image receiving layer.
