PROBLEM TO BE SOLVED: To provide an optical control element capable of confining light with high efficiency, while maintaining the mechanical strength of an optical waveguide constituted of a photonic crystal array. SOLUTION: A waveguide partial reflecting structure 17a and a waveguide partial reflecting structure 17b are disposed to sandwich an optical waveguide portion 14 from both sides in a layer normal line direction. An array partial reflecting structure 18a and an array partial reflecting structure 18b are disposed to sandwich a photonic crystal array part 13 from both sides in the layer normal line direction. The waveguide partial reflecting structure 17a has a refractive index smaller than that of the array partial reflecting structure 18a. A light-reflecting layer 11b has the same refractive index distribution in a direction X1-X2 as that for a light-reflecting layer 11a. The waveguide partial reflecting structure 17a and waveguide partial reflecting structure 17b are provided to cover a part of a light propagation layer 12, where the electromagnetic field strength of light is concentrated.
