PROBLEM TO BE SOLVED: To provide a failure diagnosing device and a failure diagnosing method for reducing time for diagnosing a fault. SOLUTION: A vehicle comprises: a DC power supply B; an electrical circuit, such as a DC/DC converter 42 for receiving the supply of current from the DC power supply B; a connection section 40 that includes a plurality of relays and connects and cuts off a path for supplying current from the DC power supply B to the electrical circuit; and a voltage sensor 21 for monitoring the path between the connection section 40 and the electrical circuit. A control unit 30 controls the connection and cutoff of the connection section 40. The control unit 30 tentatively determines the continuity fault of a relay that should not conduct electricity according to the output of a voltage sensor 21 by allowing one portion of a plurality of relays SMRB, SMRP, SMRG to conduct electricity, stores the output of the voltage sensor 21 as a first value and prevents a partial relay from conducting electricity once when the result of the tentative determination indicates a fault, and determines whether the tentative determination should be settled by allowing the partial relay to conduct electricity again and comparing the first value with the output of the voltage sensor 21.
