PROBLEM TO BE SOLVED: To provide a traffic accident prediction system, a car navigation device or an optimum work route searching device, capable of providing the risk at each intersection to reducing the number of traffic accidents. SOLUTION: This system comprises an accident data storage part 11 accepting, by accident, input of accident information including the scale, occurrence place, occurrence date and occurrence time or time zone of the traffic accident, and storing it in an accident database 10; a weather data storage part 13 accepting a result value of weather factor by the same time unit as the occurrence time or occurrence time zone and storing it in a weather database 12; a risk correlation analysis part 14 deriving the correlation among risk of traffic accident, time factor and weather factor in each predetermined point; a risk prediction part 15 predicting point-based risks in each time unit within a predetermined prediction time; and an output part 16 outputting a risk predicted by the risk prediction part 15 to an external system.
