PROBLEM TO BE SOLVED: To provide a video program viewing apparatus which is easily ready in lower cost for every TV broadcasting modes and video program monitoring modes, while taking consideration into protection of copyright. SOLUTION: The video program viewing apparatus comprises a user interface, a separate tuner module for outputting a broadcast program of the selected channel as the program data of the predetermined format, a module interface for communication with a tuner module through loading/unloading thereof, a network interface, a means for converting a program data into local cryptography, a means for decoding the locally encrypted program data, a means for outputting the program data as the image signal and voice signal of the predetermined format, a means for sending a program designating information as the user input to the tuner module, and a means for inputting the program data to a decoding unit, inputting the encrypted program data to the decoding means from the network interface, and sending the program data to the network through local encryption.
