PROBLEM TO BE SOLVED: To shorten a processing time until a communication network is informed of the state information of a terminal after a starting, and to enable the simplifying of a process and the reduction of a cost in the case of a manufacture. SOLUTION: An antenna 21 and an RF section 20 conducts a radio communication by selectively using either of a plurality of frequencies. A USIM card recording at least an enterpriser discriminating information (a PLMN) and a subscriber discriminating information is fitted to a USIM module 25. A ROM 35 stores all softwares for carrying out functions related to each service provided by all communication enterprisers severally independently. A control section 28 reads a PLMN information from the USIM card after a power supply is turned on, and loads only the software corresponding to the PLMN information to a RAM 36 from the ROM 35.
