PROBLEM TO BE SOLVED: To secure engine control function by a back up action even if a failure occurs in a pedal control system during traveling on an assumption that engine control by the pedal control system is executed during traveling. SOLUTION: Based on a structure capable of controlling engine rotation speed by either of an accelerator dial 1 and an accelerator pedal 12 during work, the pedal control system is divided into two systems of a second and a third command part 14, 15, and engine rotation speed can be controlled based on command signals on a normal side even if a failure occurs in one pedal control system with a traveling mode selected by a modo change over means 17.
