PROBLEM TO BE SOLVED: To reduce a cutting failure in winding a scrap discharged when both ends in the cross direction of a metal strip such as a steel sheet after rolling is trimmed, and a roll is separated by cutting a part not to be wound. SOLUTION: A part of the scrap 3 slipped down through a chute 4 and stored is wound round a mandrel 7 by a trimmings gripper 6, and when the scrap 3 is wound by the mandrel 7 until the outside diameter of the roll 12 reaches a predetermined value, the staying state of the scrap 3 in the vicinity of a cutter 10 such as a shear is detected by an image sensor 9 such as a CCD camera, and when the stagnation state is below a predetermined value, the scrap 3 not yet wound is cut by the cutter 10.
