PROBLEM TO BE SOLVED: To provide a method and apparatus for preventing elution of heavy metals in sludge which are excellent in effect of preventing elution of heavy metals in sludge, and enable easy recycle of the sludge. SOLUTION: The apparatus for preventing elution of heavy metals in sludge comprises a first mixer 4 for mixing the sludge containing the heavy metals with hydraulic powder and/or water-absorbing powder, and a second mixer 10 for mixing the sludge discharged from the first mixer 4 with a solidification agent preventing the elution of the heavy metals.
