PROBLEM TO BE SOLVED: To provide almost the same stimulus feeling when a command value of an output voltage is the same. SOLUTION: The output voltage of a therapeutic electric signal is changed according to the command value (an operating position) SX of a volume SV. Besides an intermediate standard characteristicα1, a lower limit standard characteristicα2 for a therapy environment providing strongest stimulus feeling and an upper limit standard characteristicα3 for therapy environment providing weakest stimulus feeling are set as output voltage characteristics corresponding to the volume command value SX. The standard characteristicsα1-α3 are corrected according to the therapy environment to determine the voltage characteristics corresponding to the command value SX. Among the parameters indicating the therapy environment are, for example, a carrier frequency, a therapy frequency, types of electrodes, and a therapy site, and the treatment environment is set (input) by switches S1-S4 operated manually.
