PROBLEM TO BE SOLVED: To manage an attendance in a predetermined area with accuracy at low cost.

SOLUTION: A hand held medium carried by a visitor, whose entrance into the predetermined area is permitted, includes: a positioning signal reception and processing means for receiving a positioning signal transmitted from a positioning signal transmission means 6, and calculating the positioning information of the medium of interest; a memory for storing an identifier so as to identify the above attendance possession medium and a group ID having the same ID assigned to one hand held medium or more; and a radio transmitter for radio transmitting the above identifier and the group ID stored in the memory to either a computer in a management center 7 of the above predetermined area or relay equipment communicatably connected to the above computer.
