PROBLEM TO BE SOLVED: To provide a method for stably manufacturing a photoreceptor, which is excellent in strength characteristics and electric characteristics, by which two or more kinds of curable resins can be cured while keeping their compatibility in a drying process of a coating film, and to provide an image forming apparatus and a process cartridge equipped with the electrophotographic photoreceptor. SOLUTION: The method for manufacturing the electrophotographic photoreceptor includes: a first step of preparing an objective body to be processed into an electrophotographic photoreceptor 1 by forming a functional layer (e.g. a protection layer 7); a second step of preparing a coating liquid for formation of the functional layer, the coating liquid containing two or more kinds of thermosetting materials and a solvent which dissolves the respective thermosetting materials and having the boiling point higher than the curing temperatures of the respective thermosetting materials; a third step of applying the coating liquid for formation of the function layer on the objective body to form a coating film and heating the coating film at a heating temperature lower than the curing temperatures of the respective thermosetting materials; and a fourth step of curing the coating film after the third step, at a heating temperature lower than the boiling point of the solvent and higher than the curing temperatures of the respective thermosetting materials.
