PROBLEM TO BE SOLVED: To provide a retroreflection sheet which permits high-brightness reflection light and is superior in durability, and to provide a manufacturing method for conveniently manufacturing such a retroreflection sheet. SOLUTION: The retroreflection sheet has a deposition layer on at least one side surface of a substrate, has a transparent particle film, in which a plurality of transparent particles are partially embedded and arranged in the deposition layer so as to take a mono-particle film state on the deposition layer, and is provided with a transparent protective film via a joint member so as to form a gaseous layer between the transparent particle film and the transparent protective film, where the transparent particles have light-reflective film on the surface of half body on the deposition layer side; the area package rate of transparent particles in the transparent particle film is set to be 80% or higher and the jointing member is jointed directly to the transparent particles and/or the deposition layer, without going through the intermediary of the light-reflection film.
