PROBLEM TO BE SOLVED: To increase the responsiveness of the control of an engine speed so that the state of an engine can be rapidly moved in a no-load state without modifying a transmission side even when the rate of decrease of a target engine speed is large and the integrated control value of a PID control has gotten large already before operation in such a state that a driver operates a vehicle having a speed control system and a transmission system integrated into one system from a high-speed state into a low-speed state (including an engine no-load state). SOLUTION: The integrated gain adjusting part 59 of this electronic governor 1 sets an integrated gain according to the target speed. However, when the rate of decrease of the target speed is larger than a prescribed rate of decrease and the deviation of the speed comes out of an allowable range, a value larger than the integrated gain set according to the target speed is set as a new integrated gain.
