<p><P>PROBLEM TO BE SOLVED: To start IP communication if there is IP call termination to a mobile station device to which an IP address is not given beforehand. <P>SOLUTION: The present invention relates to an NAS 23 used in a communication system 1 which includes a communication device 32 and a mobile station device 21 and in which an IP communication request signal is transmitted from the communication device 32 to the mobile station device 21 so that IP communication is started between the communication device 32 and the mobile station device 21. The IP communication request signal containing identification information of the mobile station device 21 is received from the communication device 32, processing for batch calling is performed on the mobile station device 21 indicated by the identification information contained in the received IP communication request signal and if a response signal to batch calling is received from the mobile station device 21, processing is performed for giving an IP address to the mobile station device 21.
