PROBLEM TO BE SOLVED: To provide a navigation system, a method, and a program capable of accurately grasping the situation from the position of a vehicle on board, the system up to a guide spot, and reporting appropriate information on a guide spot just before coming to the guide spot. SOLUTION: A deviation risk judgment section 45 judges whether the time to be required up to reaching the guide spot is long or short depending on the difference in the running speed of the vehicle, on the basis of the running speed of the vehicle detected by a vehicle speed detector 3, in addition to the existence or nonexistence of a non-route path(s) having a deviation risk(s). A section 46, which selects a guide spot, selects guide spot information according to the magnitude of the deviation risk judged by the judgment section 45, and when the judgment section 45 judges that a non-route path(s) having a deviation risk(s) exists between the vehicle position and the guide spot, the selection section 46 selects guide spot information comprising the number of crossings or signals (for example, guide spot information having an expression such as "at the second signal", "at the second crossing") from information in a guide-spot information storage section 44.
