PROBLEM TO BE SOLVED: To provide a layout designing method capable of shortening a design period. SOLUTION: An arrangement auxiliary area is set in a macro cell (step 23), the area of a maximum standard cell area except the macro cell and the arrangement auxiliary area is calculated from a core area (step 25), the area of a real standard cell area is calculated from a floor plan result with a plurality of macro cells disposed (step 27), and a dead space rate in a floor plan is calculated on the basis of the area of the maximum standard cell area and the area of the standard cell area (step 28). Whether to change the arrangement of the macro cells is determined on the basis of the dead space rate (step 29). Then, the dead space rate is compared with a reference value, and the arrangement of the macro cells of the floor plan is changed so as to make the dead space rate equal to or lower than the reference value on the basis of the comparison result (step 26).
