PROBLEM TO BE SOLVED: To provide a windbreaking device and a windbreaking method for preventing a wind pressure value from being easily received by folding this device when a storm equivalent to a reproduction expected value for several hundred years occurs. SOLUTION: This windbreaking device is provided with a plurality of supporting columns 12 fixed to a side end part 301a of a viaduct 300, a wind shutting-off body 11, and two transverse bar members 13 for joining the wind shutting-off body 11 with the supporting columns 12 to prevent the wind shutting-off body 11 from moving by rotating or in parallel by wind power. The wind shutting-off body 11 is made of an elastic material, and a shape of its cross section when viewed toward the direction vertical for the direction of wind is formed into a substantially spindle shape or a substantially both convex lens shape or a substantially rhombic shape. The wind shutting-off body 11 provides a shape change function for bending into a substantially "C" shape toward wind in accordance with wind power received by the wind shutting-off body 11.
