<p><P>PROBLEM TO BE SOLVED: To provide a low cost method for scanning by which position detection of articles controlled with radio tags can be performed with high resolution. <P>SOLUTION: By step control of a stepping motor, the antenna moving distance of a radio tag reader is measured and by synchronizing with the step moving quantity, the radio tags are read. An antenna part controls the directionality by using a shield material etc. to lower the sensitivity of the moving direction. In this manner, a radio tag existing on a ceratin position can be detected, and position control with high resolution can be done.
