PROBLEM TO BE SOLVED: To reduce loads of base station controllers and wireless base stations without newly installing complicated functions into higher level apparatuses or receiver-side mobile terminals. SOLUTION: A subscriber information management apparatus 5 registers location registration information on a mobile terminal 1, and provides routing information on wireless base stations 2-1 to 2-n. The subscriber information management apparatus 5 provides routing information for only the wireless base station 2-1 specified by a terminal connected with a public network 7, and then a calling request is transmitted to the mobile terminal 1 based on the routing information.
