PROBLEM TO BE SOLVED: To provide a zoom lens and an image pickup device, which can correct blurring of an image by shifting a lens part group GS in the direction perpendicular to the optical axis, which have little influence on the image field movement of the blurring in the optical axis direction of the lens part group GS, caused when correcting the blurring of the image, which can obtain a well-focused image also when correcting the blurring of the image, and further, of which the barrel structure including a mechanism for driving a blurring correction lens group can be constituted simply and compactly, by providing a final lens group with the blurring correction lens group. SOLUTION: The zoom lens 1 is composed of two or more lens groups and varies magnification power, by changing the space between respective lens groups, and the final lens group L5 located nearest to the image side includes a lens part group GS(G8), having positive refracting power and a lens part group GR(G9) located adjoining to the image side and has positive refracting power, and can correct the blurring of the image by shifting the lens part group GS in the direction perpendicular to the optical axis, and can satisfy conditional Expressions: (1)βs<1 and (2) 0<βR <1, where the lateral magnification of the lens part group GS is expressed byβs, and the lateral magnification of the lens part group GR is expressed byβR.
