PROBLEM TO BE SOLVED: To provide a water quality predicting device capable of accurately predicting the water quality of sewage flowing into an upstream sewerage facility by considering the deviation between a water quality predicted value and a water quality measured value of sewage flowing into a downstream sewerage facility even when a measuring part cannot be provided in the upstream sewerage facility, and to provide a water quality control device for controlling the water quality of sewage utilizing the predicted value of water quality measured by the water quality predicting device. SOLUTION: The water quality predicting device 10 comprises a first water quality predicting part 12 for predicting the water quality of sewage flowing into the upstream sewerage facility, and a second water quality predicting part 22 for predicting the water quality of sewage flowing into the downstream sewerage facility. A correcting part 25 computes a water quality correction value based on the deviation between the water quality predicted value and the water quality measured value in the downstream sewerage facility. The first water quality predicting part 12 corrects the water quality predicted value of sewage flowing into the upstream sewerage facility, predicted by the first water quality predicting part 12, with the water quality correction value.
