PROBLEM TO BE SOLVED: To provide a new manufacturing method and manufacturing apparatus of an embossed sheet. SOLUTION: In the method of manufacturing the embossed sheet by inserting a heated sheetlike whole cloth between a pressure roller and an embossing roll to which the predetermined embossed-pattern for an excipient is given, and pressurizing to carry out the excipient of the embossed-pattern on the sheetlike whole cloth, a surface temperature of the pressure roller is held at lower temperatures by 30°C or more than the surface temperature of the embossing roll.
