PROBLEM TO BE SOLVED: To provide a moving route creation device capable of suitably creating a moving route in each moving region. SOLUTION: This moving route creation device for creating a moving route used when a mobile robot moves in a predetermined region comprises a floor plan information holding means 104 for holding floor plan information indicating the floor plan of a predetermined region, a feature information extraction means 108 for extracting the feature information as image information indicating the feature regarding the moving route from the floor plan information held by the floor plan information holding means 104, a movement propriety estimation means 110 for estimating whether or not the mobile robot can move at locations corresponding to the feature information based on the feature information extracted by the feature information extraction means 108, and a moving route creation means 124 for creating the moving route based on the movement propriety of the mobile robot of which the movement propriety estimation means 110 estimated for the locations corresponding to the feature information.
