PROBLEM TO BE SOLVED: To provide a sludge substituting device, a sludge substituting system and a sludge substituting method for removing sludge and burying a reforming material in a series of flow. SOLUTION: Sludge substituting work is performed by a sludge substituting device 1 as follows. The sludge substituting device 1 mounted to a back hoe 19 is installed on a sludge layer 23 in a working place in a state of a bottom cover 4 being opened and an inner casing 3 being in a sludge take-in position. The sludge substituting device 1 is then pressed into the sludge layer 23 by the back hoe 19 to put sludge 15 into the inner casing 3. The bottom cover 4 is then closed by a bottom cover opening/closing device 21 to lift the inner casing 3 by the back hoe 19, thus forming a space rid of sludge 15 in an outer casing 2. The reforming material 17 is then supplied from a reforming material supply part 6 to bury the reforming material 17 in the space rid of the sludge 15, and then the sludge substituting device 1 is lifted from the inside of the sludge layer 23 by the back hoe 19.
