PROBLEM TO BE SOLVED: To obtain a solid catalytic component for polymerizing an olefin, which produces a polyolefin in which a fine powder polymer having≤45μm particle diameter hardly exists, in a high yield and to provide a polymerization method using a polymerization catalyst containing the catalytic component. SOLUTION: The catalytic component for polymerizing an olefin is prepared by bringing a small amount of a halogenating agent into contact with a suspension of a magnesium compound in an inert organic solvent liquid at a normal temperature to give a product and reacting the product with a tetravalent titanium halide compound and an electron donative compound. The catalyst for polymerizing an olefin is composed of the solid catalytic component, an organoaluminum compound and an external electron donative compound. COPYRIGHT: (C)2007,JPO&INPIT
