PROBLEM TO BE SOLVED: To provide a method for producing N,N',N"-trihydroxyisocyanuric acid from easily available inexpensive raw materials simply in a short process. SOLUTION: This method for producing N,N',N"-trihydroxyisocyanuric acid is characterized by reacting hydroxylamine or its salt with a carbonyl compound to form the N,N',N"-trihydroxyisocyanuric acid. As the carbonyl compound, e.g. phosgene, urea, a carbonic acid ester, a haloformic acid ester, a heterocyclic carbonyl compound in which two nitrogen-containing aromatic heterocyclic groups are bonded with carbonyl group at the nitrogen atom sites, etc., can be used.
