PROBLEM TO BE SOLVED: To simply switch operation modes of a portable telephone even without installing a dedicated external terminal device and through detection device in an entrance gate when it goes into the place where it is required to inhibit or limit use of the portable telephone. SOLUTION: A portable telephone control system 1 includes an electronic information reading writing-in device 2 which performs entrance processing to a predetermined region where the disablement or the use confinement of the portable telephone 3 is called for on the basis of this electronic information, by reading electronic information from the memory section 45 (electronic information storage section) of the portable telephone 3. The electronic information reading writing-in device 2 has an electronic information transceiver section 21 (transmitting means) which transmits a switch change control signal for functionality of the portable telephone 3 to the portable telephone 3, and transmits the switch change control signal to the portable telephone 3 when entrance processing is performed to the predetermined region.
