PROBLEM TO BE SOLVED: To solve the problem that, if the threshold voltage of a transistor which constitutes a comparator simply is lowered in order to achieve a low voltage operation, an off-leak easily occurs at the time of standby. SOLUTION: An inverter to constitute is configured by combining a transistor in which the threshold voltage is lower as compared with usual and a regular transistor.
