PROBLEM TO BE SOLVED: To remove an offset part or to delete an unnecessary part exactly from a read-out image by extracting the paper color information of a document with high precision. SOLUTION: A paper color determination section 1 selects an outer shell edge from edge information in an image read out at an image read-out section 6 and calculates the color emergence frequency information of a convex polygonal analysis region surrounded by these outer shell edges. Subsequently, the paper color determination section 1 determines the paper color of a document in the read-out image based on the color emergence frequency information.
