PROBLEM TO BE SOLVED: To provide a fixing roll which maintains high wear resistance and heat efficiency, has excellent releasing properties, and can stably form an image of good quality, to provide a fixing device which uses the fixing roll and can obtain a stable fixed image, and to provide an image forming apparatus which uses the fixing roll and can perform excellent picture quality formation. SOLUTION: The fixing roll includes an electroless nickel plating layer 1 in which fluorocarbon resin particles are dispersed as a surface layer on a cylindrical cored bar 3 and surface roughness Rz of the electroless nickel plating layer is 1 to 6μm.
