The device comprises distributing roller with flexible covering, crushing baffle that embraces the pipe to be insulated in the direction of rotation by 1/4-1/3 of the length of its periphery and has pressing strip and weight. The batching-crushing device has rod whose end is provided with the adjustable rectangular batching opening whose length is equal to the length of the batching-distributing device for applying the outer insulation. The distributing roller underlies the batching opening and is connected with the batching openings through the guiding chute.
