An apparatus for measuring skin hydration by using a portable terminal and a method therefor are provided to measure skin hydration by using single power having a narrow range usable in the portable terminal, thus a user can simply measure the user's skin hydration regardless of time and place. A voltage applier(305) is supplied with power from a power source(300) comprised in a portable terminal, and applies a single power voltage to a measured part. A current measurer(310) measures a current flowing into the measured part to which the voltage is applied. A voltage amplifier(315) receives the measured current, and amplifies a voltage corresponding to the measured current. A controller(325) controls that the outputted voltage of the amplifier can be included within a predetermined range. A calculator calculates susceptance of the measured part by using the outputted voltage, and calculates skin hydration of the measured part by using the calculated susceptance.
